The following is a step-by-step process that we use when filing bills in the NH House. This is accomplished with the help of the Office of Legislative Services that turns our ideas for bills into language that is then sent to the appropriate committee.
Identifying the Problem
What specific issue are you aiming to address? clearly describe the problem you have identified.
What is driving you to file this legislation? Is this in response to a constituent’s request or expectation? Is there an immediate need that this bill to address?
Have you identified a potential legislative solution to this issues? Describe the legislative approach you believe can resolve this problem.
Are there alternative methods to solve this issue without legislation? Consider other approaches, such as rulemaking or collaborating with state agencies.
Research & Coalition Building with Stakeholders
Has similar legislation been filed before? If so, what was the outcome? (You can email OLSResearch@leg.state.nh.us for assistance.)
If amending an existing law, have you reviewed the current statute and its legislative history? Ensure you fully understand the context and previous efforts related to the statute.
Who are the key stakeholders affected by this bill? Identify the agencies and groups impacted.
Who are the activists and coalition members needed to support your bill through testimony? Are these supporters ready and prepared to assist?
Co-Sponsors & Coalition Building with Legislators
Have you identified co-sponsors within your caucus who support the legislation? Ensure you have strong internal support.
Have you identified co-sponsors outside your caucus? Determine if this is a bipartisan or non-partisan effort.
Do you have co-sponsored slots reserved for incoming freshmen legislators?
When will you file this legislation (September or November), and why? Explain the reasoning behind your chosen timeline.
Ask for Help!
Have you consulted with experts with the Democratic Caucus regarding your bill? Seek advice from members who have strong track record on related issues.
